Security Planning |
|
Since the implementation stages of the International Ships and Port Facilities Security
Code (ISPS) and the Maritime Transportation Security Act of 2002 (MTSA), O'Brien’sRM
has established itself as a worldwide leader in maritime security. Drawing on its
existing staff of security personnel, prior federal/state/local agency employees,
and emergency response personnel, the Security Services group provides the company’s
petrochemical and energy clients with comprehensive security programs. O'Brien’sRM
has conducted over 800 Terminal, Refinery, Pipeline, Power, E&P, and Vessel
Security Assessments. In addition, we offer our clients a broad range of security
services that includes training, audits, drills, and exercises, SSAS monitoring
and emergency contact.
O'Brien’sRM has also developed plans based on the pipeline security guidelines
developed by DHS PHMSA. As the DHS PHMSA is ready to take the next step and
develop pipeline security regulations, O'Brien’sRM will be prepared to assist
in the development of plans and other security systems.
Our security planning and management programs are user-friendly and cost effective,
while incorporating all end-user and regulatory requirements, and maintaining ease
of update. Security program development combines our experience in field operations,
regulatory requirements, and program management to provide a custom tailored product

Security Assessment and Audits |
|
O'Brien’s Response Management continues to provide the petrochemical and maritime
industry with ISPS and MTSA mandated Security Assessments. Working closely with
various Flag Administrations and their Recognized Security Organizations (RSO) has
enabled O'Brien’sRM to assist its clients with comprehensive and timely assessments
for vessel plan submissions. We also provide our clients with periodic auditing
services to insure compliance with approved security plans.
Our Security Team also has extensive Chemical Facility Anti-Terrorism Standards
(CFATS) experience. As Top-screens have already been submitted and companies/facilities
have been tiered, our Security Division can assist in performing and submitting
the Security Vulnerability Assessments for your facility. Subsequent to these
are the development of Site Security Plans. |

Security Training, Drills, and Exercises |
|
Utilizing the Maritime Institute of Technology and Graduate Studies (MITAGS) CSO/FSO/SSO
Training Program as its foundation, O’Brien’sRM can provide clients
with a total security training package. Our CSO/SSO Training program is approved
by the Liberian and Marshall Islands registries and we are currently seeking certification
with MARAD. We can deliver our programs at client locations, our regional offices
or at any site the client chooses. Our security courses meet or exceed the requirements
for:
- Company Security Officer (CSO)
- Ship Security Officer (SSO)
- Vessel Security Officer (VSO)
- Facility Security Officer (FSO)
- Ship/Vessel Security Officer
- Ship/Vessel/Facility Personnel with Specific Security Duties
- Other Ship/Vessel/Facility Personnel
O'Brien'sRM can design and conduct required MTSA or ISPS quarterly drills. These
drills are required to test a facility or ship personnel’s response to specific
elements of the relevant security plan.
As with drills, O’Brien’sRM can design and conduct required MTSA or
ISPS annual exercises. These exercises involve the Facility Security Officer, Ship
Security Officer, Vessel Security Officer and the Company Security Officer. Each
exercise tests the security plan in its entirety including communication and notification
procedures, elements of coordination, resource availability, and response. |

SSAS Monitoring Service |
|
IMO and U.S. Coast Guard regulations require each vessel to have a Ship Security
Alert System (SSAS). In the event of a security incident, the SSAS must be capable
of transmitting an alarm signal ship-to-shore and be received by a competent authority,
which may be the company or a service provider such as O’Brien’s Response
Management.
O’Brien’sRM has been in the emergency preparedness and response management
business for over 20 years. We can provide the solution to never missing that security
alert and making the correct response. Simply designate our Command Center to receive
your ship security alert. Our Emergency Response Duty Officers are standing by 24/7,
ready to receive and react to any emergency. Our 24/7 Command Center has been designated
a competent authority by the United Kingdom Marine and Coastguard Agency (MCA) and
is recognized and recommended by the Marshall Islands Registry.
Upon receipt of a security alert from your vessel we will perform the following:
- Verify authenticity of the alarm from the vessel.
- Notify the proper company representative, usually the CSO.
- Notify appropriate Contracting Government for assistance.
- Verify receipt by or notify the appropriate Administration.
- Take necessary action on behalf of and as directed by the client.
