The Command Center is located in Slidell, LA and is manned 24hrs a day, 7 days a
week by emergency response professionals.
Pipeline Operator Qualification Program
The Department of Transportation (DOT) regulates operator's of pipelines to ensure
they have a qualified workforce in place. Individuals performing covered tasks on
natural gas or hazardous liquids pipelines must be qualified according to the Operator
Qualification ruling from the DOT (ref. 49 CFR 192 Subpart N; 49 CFR 195 Subpart
G) This ruling includes contract personnel acting as an operator's representative
(third party inspectors.)
The National Center for Construction Education and Research (NCCER) has developed
a standardized program, “Pipeline Training and Assessment Program” (PTAP)
to evaluate the journey level knowledge and skills of experienced workers. O’Brien’sRM
Training Department utilizes the NCCER’s National Craft Assessment and Certification
Process (NCACP) by written exam to evaluate the technician level knowledge and skills
of personnel.
O’Brien’s Response Management is an NCCER Certified Assessment Administrator.
