Tim Perkins
President & CEO

K. Tim Perkins serves as the president and chief executive officer for O’Brien’s Response Management for 15 years and is responsible for PIER Systems and LINK Associates International, both wholly-owned subsidiaries of O’Brien’s. Mr. Perkins has more than 30 years of experience in the oil and gas field and has responded to numerous oil company emergencies, including multi-million dollar fires, oil spills, hazardous material releases and natural disasters as a crisis manager and incident commander.

Kevin Boxx

Kevin Boxx is an innovative, results-oriented IT professional with over 17 years in the software development industry. As a vice president for O'Brien's PIER Systems, he has extensive experience in all aspects of system design, administration and maintenance, network/server operations and hardware/software solutions. He has exceptional skills in the implementation of teams and systems to increase operational efficiencies. Mr. Boxx has a proven record in streamlining operations, conveying technical information to end users and successful completion of large-scale projects.

Steve Branham

Rear Admiral, US Coast Guard (ret.)

Steve Branham directs O'Brien's government services division. He focuses on public assistance consulting and debris management associated with Federal Emergency Management Agency (FEMA) and Federal Highway Administration (FHWA) programs. Working directly with clients, Mr. Branham provides technical consulting and assistance with mitigation plans, continuity of operations, debris management plans, recovery and debris management training and grant management.

Don Costanzo
EVP, Business Applications Development

Don Costanzo is an information management and emergency response professional with over 20 years of experience in oil spill response and information management. As executive vice president for O'Brien's business applications development, Mr. Costanzo is responsible for the design development and implementation of technology solutions that support company incident response, consulting and training services. He has extensive experience in delivering software solutions for computerized maintenance management, electronic planning and automated Incident Command Systems relating to emergency response planning and oil spill operations.

Keith Forster
Chief Financial Officer

Keith Forster is the Chief Financial Officer of O’Brien’s Response Management. Previously, he had become a member of the Emergency Response Strike Team at Unocal Corporation in 1992 and has continued his response and exercise participation at O’Brien’s. Mr. Forster performs response invoice audits for correspondents with his recommendations used for payment settlement.

Chris Gregory
EVP, Vessel Services

Chris Gregory has over 40 years of experience in the spill response field and has a proven record as a leader and manager. He entered the field in the U.S. Coast Guard spending 10 years at various environmental protection assignments. He left his last assignment at the Captain of the Port, Philadelphia, to enter the field in the private sector, remaining in the Philadelphia area until taking an assignment in the Long Beach, California in 1991. Mr. Gregory has responded to spills on both the east and west coasts throughout his career. Mr. Gregory joined the O’Brien’s team in 2003.

Bill Howe

John McHugh
EVP, Compliance Services

John McHugh oversees the compliance services department for O’Brien’s. This includes planning, permitting, assessing risk and all components of environmental and homeland security consulting. He is a member of the company’s executive team developing and implementing the company’s strategic objectives and stewardship of its employees and client’s interests. Mr. McHugh provides technical expertise in areas related to emergency preparedness and the regulatory issues associated with such activities.

Tim O'Leary
VP, Communications

Tim O'Leary directs the communications activities of O’Brien’s. Serving as a public information officer on behalf of clients and as a member of incident command, Mr. O'Leary provides crisis communications, crisis management, news media training internationally.

Dan Sobieski
EVP, Consulting Services

Dan Sobieski has over 38 years of industrial experience in leading, planning and managing personnel. This experience encompasses numerous project types, including emergency preparedness, response management, crisis management, health/safety, engineering/construction, corporate organization and human resources. Mr. Sobieski currently directs O'Brien's consulting services department and is responsible for client preparedness, which includes plan development, training and exercises.

Ed Stanton

Captain, US Coast Guard (ret.)

Ed Stanton comes to O'Brien's after 36 years on active duty in the Coast Guard. During his long career, he specialized in emergency management, oil spills and hazardous materials releases and is one of the most experienced and qualified incident commanders in the Coast Guard. Mr. Stanton's most recent assignment was Sector Commander and Federal On-Scene Coordinator in New Orleans, where he also acted as the Incident Commander in Houma, LA, for the BP Deepwater Horizon response.
